The National Directorate for Planning and External Assistance Coordination (NDPEAC) under the Ministry of Finance (MoF) is the lead unit responsible for the overall supervision of the planning process of the Government of Timor-Leste. It was established immediately after the adoption of the first National Development Plan (NDP) of Timor-Leste by the Government of Timor-Leste following their assumption of full governance of the territory from the United Nations, in May 2002. Complementing its planning mandate, the NDPEAC is also in-charge of the overall coordination of the access and inflow of all forms of external assistance from donor countries, be it bilateral or multi-lateral, to Timor-Leste.

As part of its planning mandate, the NDPEAC collates and coordinates the Annual Action Plan (AAP) and the corresponding Quarterly Reporting Matrices (QRMs), formulated by all government ministries and other State agencies. Since the introduction of these planning instruments in 2002, the AAP and QRMs have become the basis for Government’s reporting and monitoring of performance, on a quarterly basis. On an interim capacity, NDPEAC is headed by Mr. Eusebio Jeronimo.
